Primarchs are selected by the current Prime of the Church
to serve as the administrators and implementors of the
most recently determined tenets of the faith. It is their
solemn duty to set in motion any modifications and
changes as laid out by their Prime after every Cycle
of Renewal.
Primarchs also serve both as arbiters of justice as well
as magistrates of holy law. While this law only applies
within specific territories claimed by the church, it is
crucial that it be upheld, lest it be widely deemed
that those of the faith lack the power to uphold it's
principles.
Xuko was hand picked by Numina Prime MCLXXVII for
this role due to a long career within the Caldari Navy
where he was decorated and served with distinction
and honor until his retirement. As an Achura his intense
spiritualism and lack of regard for worldly things makes
him well suited to his position.
