Salvaging entrepreneur and famed explorer Scrapple Jax, a long-time salvaging advocate, has fought for salvaging rights equal to those afforded to miners. Seeing the unfairness and bigotry that EVE pilots have toward salvagers, he drafted the 'Free Interspacing Activities in the Salvaging and Cooperative Operations Act" known as the FIASCO Act. The FIASCO Act of 2022 was ratified by Concord and the four major factions on October 27th, 2022. It proclaims that no salvager shall be criminalized for salvaging wrecks or abandoned asset found in Concord space.
The Act is written as follows:
The FIASCO Act of 2022.
Section 1: RIGHTS OF SALVAGE - All combat wrecks, including abandoned drones, ships and similar materials are free to be salvaged or repossessed by any pilot in Concord space. No pilot may have possessory rights on said materials, regardless of proximity or claims of ownership. The salvaging of these materials are a non-criminal activity, and will be viewed in the same vein as mining ore in asteroid belts. The FIASCO act addresses and rectifies the inequality between salvagers and miners. Any pilot who fires upon a Salvager performing legal activity are subject to Concord attack.
Section 2: SALVAGER CODE OF CONDUCT - In order to maintain safe spacing activities in EVE and promote good will, all salvagers should follow this code of conduct, while maintaining their rights to salvage.
2a. Salvage all wreckage and respossess all abandoned assets to provide the EVE universe with clean, uncluttered space, in which all pilots can enjoy.
2b. When entering a pilot occupied area that is cluttered with wreckage, salvagers should provide a polite greeting to the other pilot(s). Once salvaging operations begin, the salvager should not interfere with any lawful operations of other pilot(s). Obtaining permission to salvage is NOT required.
2c. Salvagers may only salvage wrecks and not take possession of any jet cans owned by other pilots, which may occur as a result of the salvaging operations. See section 2d for exceptions to this rule.
2d. The "Salt Taxation" Clause: Should other pilot(s) in proximity of wrecks act as salvaging bigots, salvagers may charge a "Salt Tax" by taking one or more jetcans commensurate to the egregious nature of the offending pilot(s) acts. Concord and the four factions allow pilots to resolve this dispute among themselves and will not interfere.
