There is no balance process for Eve, CCP simply presses a big red button clearly labeled "DO NOT PUSH" which breaks a bit of the game. The following days, complaint letters are filed in a huge warehouse specifically for said letters. When CCP decides another balance patch is required they begin searching through the warehouse until they find another big red button.
In conclusion; CCP's time is devided exclusively between pushing big red buttons, and searching for big red buttons to push.
