Does it work for high-sec?

No. Capitals can't jump in high-sec. The tool auto-filters non-jumpable systems.

Does it factor jump fatigue?

Not for a single jump. Accumulated fatigue is handled in the multi-hop jump planner.

Can I use it for Black Ops covert bridge?

Yes, with the Black Ops filter you apply the right range and find available systems.

Select the ship class (Jump Freighter, Jump Capable Industrial, Dreadnought, Carrier, Force Auxiliary, Supercarrier, Titan, Black Ops) and JDC skill level; the tool intersects that with the jumpable-system graph and returns the list of targets with distance in light years, security status, region and constellation.

The result is rendered both as a list and as a 3D overlay of the EVE Online cluster, so you can read the range bubble around the origin at a glance. The calculation leans on the spatial indices pre-built by the SDE layer of Capsuleers.app to serve range queries up to the Black Ops limit without performance degradation.
