The agents that give out graduation certificates are located at data centers (-> beacon) in systems not far from where the schools are. However, these systems are not always 'adjecent' to the school systems as stated by the agent, so it takes a bit of looking around.
go to data centers for standing - you will get a courier mission and if you want faster but for money, get 'dog tag collection' mission and simlpy buy them and give to agent for standing
