[HAPL.] EVE Ransom

EVE Ransoms:
We broker deals between sharks and minnows. Here are the rules of the deal...

Sharks:
You must put up the value of the ship that you are ransoming. {Cite KM's to assert value) If you are asking for more ransom than the hull is worth, then the full value of the ransom demand it required to broker your deal.

Minnows:
Once you receive a ransom request, put up the mount of the ransom.

How it plays out:
All the money goes into one pool. If the ransomee dies, all the money goes to him. If the ransom is honored, the money goes to the shark. Someone is getting paid. Shark or Minnow!
