F.I.O analysis of the current interstellar political and military climate concludes that the Federations long term peace and stability cannot be maintained using normal defensive military and counter-insurgency techniques and assets. Amarrian, Caldarian and rogue Matari paramilitary organizations act as independent cells operating in hostile space outside of the normal military command structures. The recent tensions between the four hegemonic empires have resulted in more egregious violations of the Geneva Convention by these rogue factions. The Federation has not committed the same resources to funding independent, paramilitary organizations to combat the rising menace....

...Citizens in the Federation take liberties for granted not knowing the true price paid for their upkeep and maintenance. Ignorance is bliss and every effort to keep Citizens from learning the true extent of F.I.O. activities should be maintained. They look on with shock and dismay at assassination, murder, terrorism, extortion, insurrection, but we know they are means to and end. Espionage and traditional counter-insurgency will always have a place but enhancing these efforts with cell based, independently funded, paramilitaries will bolster the Federations security and inter-stellar position...

...The F.I.O. proposes the formation of an independent paramilitary organization to combat the enemies of the Federation both domestic and interstellar. The organization will engage in the following activities;

- Assassination
- Counter-Insurgency
- Espionage
- Armaments Manufacture
- Corporate Warfare
- Asymetrical Warfare

To fulfill this mandate we grant this paramilitary organization the right conduct war, espionage, abductions, interrogations, assassinations, sabatoge, murder, mass terror against citizens and enemies of the Federation for the protection and stability of the Federation. The President and Senate will not be informed.

The organization shall be called THE 5TH FREEDOM....
